Water arrived too slowly, not at all, or kept coming after it should have stopped. The supply valves on the wall and the screens inside the fill hoses are checked before the inlet valve or the level sensor.

Each step comes from Samsung's own guidance for 4C on its washers. Follow it to the end: the last card says whether this is a visit.
Open the hot and cold supply valves fully and leave them open while the washer runs.
Check that hot goes to hot and cold to cold, and that the hoses are not bent.
Make sure the drain hose goes 6 to 8 inches into the drain pipe, not deeper.
Unplug the washer for one minute; then clean the inlet screens if the code returns, and book a visit if it still continues.

It usually turns into water inlet valve repair. Book with the code and the model number.
