What Hillsborough does

In late 2009 the Regional Water Quality Control Board issued the town a Cease and Desist Order requiring a plan to end those overflows.

The town's investigation found many private sewer laterals cracked or punctured by tree roots, letting rainwater in during storms and raw sewage out in dry weather.

Hillsborough runs its own water utility, with 16 pressure zones, 14 pump stations, 18 storage tanks and 107 miles of mains carrying water bought from San Francisco's regional system.
