What Encinitas does

That district, now the Leucadia Wastewater District, joined the Encina Joint Powers Authority in 1971 and owns about 20 percent of the treatment capacity at Encina's regional plant in Carlsbad.

Its crews look after more than 5,000 manholes and over 200 miles of sewer pipeline.

The San Elijo Water Campus, off Manchester Avenue in Cardiff, treats wastewater from Cardiff and Olivenhain, both part of Encinitas.
